This means that like Google, Yahoo also put importance in creating a Sitemap for the site to ensure that the whole site will be crawled and indexed.
Though Yahoo is not particular on the weight of a link, as long as it is a link, it recommends not to have your site listed in link farms, at least not the obvious ones.
